Community Development utilizes federal funds to upgrade individual homes and neighborhoods for low to moderate income homeowners. In addition, they assist community organizations such as CASA, Habitat for Humanity, and Salvation Army to help meet the needs of the under served populations. The Community Development office is partnered with the Kingsport Housing Redevelopment Authority and assists in redevelopment projects and implementing the HOPE VI project.
